Dare to Act

I was present at the International Drug Policy Conference in New Orleans in December 2007 when Dutch psychiatrist Dr. Frederik Polack asked Antonio Maria Costa, head of the UN Office of Drugs and Crime, a question.

Dr. Polak asked "How do you explain that in the Netherlands, where cannabis is available legally for adults, the level of cannabis use is lower than in most other EU countries and in the US?"

Mr. Costa would not answer the question.

On three other occasions now, Dr. Polak has posed this question to Mr. Costa, but he has yet to receive an answer.
